Dr Scott Farrell has more than 25 years’ experience in advising market participants, new entrants, financial markets, clearing and payment systems, industry bodies regulators and governments in Australia and internationally on the law and regulation of financial markets, systems and technology. 

As a senior partner for many years, Scott led Australia's foremost team of derivatives, financial markets and fintech lawyers, at the leading edge of the development of legal architecture for financial technology solutions, including blockchain, crypto-assets, sovereign digital currencies, smart contracts and digital identification frameworks.

Scott has given many years of service to the public and private sector in advising on and guiding regulatory and legal development in financial systems and technology and now serves on the Payments System Board of the Reserve Bank of Australia and chairs the development of international blockchain and distributed ledger technology standards for ISO. Scott has chaired the Australian Government’s FinTech Advisory Group, has been a member of the Ministerial Advisory Council on Free Trade Agreement negotiations, and has served on the Government’s advisory board for innovation, research, and science matters. Scott led the two inquiries which designed the framework for Australia’s Consumer Data Right and open banking and chaired the Government’s review into the regulatory architecture of Australia’s payments system.

Scott is an Adjunct Professor of the School of Private and Commercial Law, UNSW Sydney.  He was awarded his doctorate for research into the legal structure of data sharing frameworks and the relationship between money, payments and data, work which is published in his book - “Banking on Data”.
