Shirley is a renewable energy and electricity sector specialist with regulatory expertise. Her practice focuses on a range of complex bespoke energy transactions, renewable energy and new technology and infrastructure development for the energy transition.   

Shirley acts for some of the most active participants (both private and government) across the energy and infrastructure sectors, including companies such as Transgrid, AEMO, Australian Energy Market Commission, Telstra, Macquarie and Origin.

Some of Shirley’s recent highlights include:

  • Transgrid: on the $385M underwrite agreement with the Commonwealth for long lead transmission items to support the REZ and priority transmission projects. Shirley has also advised on the regulatory and commercial arrangements for a large transmission project under the Electricity Infrastructure Act and Waratah Super Battery.
  • Energy Security Board and Australian Energy Market Commission: advising on rule changes in relation to the capacity mechanism, transmission planning and investment review, National Energy Guarantee and the Retailer Reliability Obligation, transmission pricing, transmission connection and planning, network access and firm transmission. 
  • Energy Security Board/AEMO: preparing the National Electricity Rule changes to introduce an integrated system plan for the National Electricity Market, being a holistic 20-year plan for the entire system and in particular to ensure timely transmission investment for the transition of the system to renewable generation.
  • Various corporate PPAs: continuing to act for parties in relation to power purchase agreements enabling corporate offtakers to contract directly with renewable projects and developers including for Telstra, Westpac, Charter Hall, Origin Energy, Engie, Bluescope, CSIRO and for Macquarie GIG. 
  • Macquarie GIG: on the establishment of GIG's independent developer that develops owns and operates utility scale onshore wind, solar and integrated assets, involving the acquisition of various renewable assets in development stages from their initial owners by Viridis and then the subsequent transfer of these projects into the Macquarie fund.
  • Macquarie Capital and RES: advising Macquarie Capital Limited and RES UK on their development, construction and financing of a 430 MW wind generation facility known as Murra Warra Wind Farm in Victoria.
