Ms. Yan Qiong specializes in real estate and infrastructure investment and construction, primary land development and the PPP (public-private partnerships) business, M&A and restructuring, special asset investment and legal matters of listed companies.
With profound expertise and extensive professional experience accumulated over the years, Ms. Yan has provided clients with innovative and practical comprehensive solutions and legal services in many major and complex projects. In the field of infrastructure and park development, she has advised a large number of domestic and overseas enterprises on their investment, construction, PPP projects, operation of rail transit, ports or expressways and related infrastructure projects. She also has been deeply involved in major cross-regional infrastructure investment projects in Guangdong-Hong Kong-Macao Greater Bay Area, including:
- Development and Investment Promotion Project of Meixi Lake Area in Dahexi Pilot District, Changsha;
- Development Project of Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone in Shenzhen;
- The Preliminary Analysis for the Cooperative Development Project of the Lok Ma Chau Loop Area on the Shenzhen-Hong Kong Border;
- Development Project of Fujian Putian Xinghua Port Area Lingang Industrial Park;
- Jindingwan New Town Development Project in Shanwei, Guangdong Province;
- Guangdong Zhaoqing New District Development Project;
- Shenzhen Baguang New Industrial Base Development Project;
- Development Project of North Lake Area in Yundonghai, Sanshui District, Foshan, Guangdong
Ms. Yan has also advised a large number of domestic and overseas enterprises on their investment, construction, operation of rail transit, ports or expressways projects, and related acquisition and merger of infrastructure projects. She has advised on the following rail transit projects: Hangzhou Metro Line 1, Shenzhen Metro Line 3 and Line 4 Phase I leasing project and TOD research project for Foshan Rail Transit Line 2 and Line 3;
Ms. Yan has long advised government agencies on market-oriented operation projects or reform projects involving state-owned enterprises. She has led key projects of government agencies at all levels and represented many government agencies, state-owned asset management companies and state-owned investment platform enterprises, including Hong Kong-Zhuhai-Macao Bridge Authority, Authority of Shenzhen Qianhai Modern Service Industry Cooperation Zone, State-owned Assets Supervision and Administration Commission of the People's Government of Shenzhen Municipality, Development and Reform Commission of Shenzhen Municipality, and Shenzhen Finance Bureau.
In the field of special asset investment, Ms. Yan has represented several large group companies in their overall restructuring of assets, debts and equities, covering projects in banking, aviation, transportation and other industries. She has also assisted strategic investors to negotiate with relevant government departments or their representative enterprises, creditors and other parties for a win-win solution.
Ms. Yan has also counseled many domestically or overseas listed companies (including large state-owned and private enterprises and foreign-invested enterprises) on their day-to-day operations, including the Stock Exchange of Hong Kong Limited, Shenzhen Selen Science & Technology Co., Ltd., Shenzhen Nanshan Power Co., Ltd., Huizhou EVE Energy Co., Ltd., Shenzhen International Holdings Limited, and Chuang's China Investments Limited.
Ms. Yan is an external expert of Shenzhen United Property and Share Rights Exchange and Guangdong State-owned Assets Supervision and Administration Commission. She is also a special expert of PPP Center of Shenzhen Court of International Arbitration and an arbitrator of Shenzhen Court of International Arbitration.
Work experience
Ms. Yan joined KWM in 2007 as a partner. Prior to joining KWM, she was a founding partner of Deheng Law Offices (Shenzhen) between 2002 and 2007.
Ms. Yan obtained her LLM from Jilin University and a bachelor's degree in accounting from Hunan University of Finance and Economics. She was admitted to practice law in China in 1999. She is also a certified Land Valuer and public accountant.
Ms. Yan Qiong's working languages are Chinese and English.
